hebrew translation update v 3.0

this is two file for hebrew the first one is for the kmplayer program, which i continue to translate a lot of caption, the second one is for the kmplayer setup file where you can change the kmplayer setting

for devloppers, please insert this file to the next instalation pack

I don't know why developers don't update the translations in the official installer.
